Mendocino County Board of Supervisors to Meet on Tuesday, June 24th to Discuss Master Tax Sharing Agreement

The Mendocino County Board of Supervisors is scheduled to take a critical vote that could effectively shut down the Master Tax Sharing Agreement between the County and the Cities of Ukiah, Willits, Fort Bragg, and Point Arena. This agreement, which was carefully negotiated to create a transparent and cooperative path for future annexations and tax sharing, is now on the chopping block — and public voices must be heard.

Recommended Action (by County staff):

  • Adopt resolution to terminate the Master Tax Sharing Agreement, citing fiscal and operational concerns tied to the first proposed annexation under the agreement.

  • Notify the signatory cities and the Mendocino Local Agency Formation Commission (LAFCo).

  • Assert that the proposed annexation creates a “substantial risk” to public protection services.

  • Authorize the Chair of the Board to sign the resolution.

What is at Stake

The Master Tax Sharing Agreement was designed precisely to support responsible, cooperative growth and ensure that cities and the County could plan together to protect shared resources and services. However, after the City of Ukiah released their annexation proposal which would triple the size of the city limits, the County of Mendocino has questioned whether or not the City has violated the original principles of the Tax Sharing Agreement and the county is concerned that “the proposed annexation would create a substantial risk to the provision of mandated public protection services.”

We urge concerned residents, business owners, and community organizations to attend the meeting in person or submit public comment supporting the Board’s proposal to kill the Master Tax Sharing Agreement.
